Up until about 2 weeks ago, Eva was having 16-18oz of milk a day, about 3 x 6oz throughout the day.

Today, she's had a total of about 6oz. Refused her 10am bottle. Only had 2oz in the afternoon and 4oz at bedtime.

This has been a steady reduction occurring for a couple of weeks now. Her food intake is relatively high and I make sure she's getting calcium through other means.

Is this pretty normal?

Bean is a bit older than Eva, shes 23 months but since 1-15 months she has usually had a 8oz bedtime bottle of milk- she eats a lot of yogurt cheese etc so I never worried about it to be honest.

She has been through phases of drinking a cup in the morning but nowhere near the amount you describe... I would guess its normal and as shes eating more she is just adjusting, milk can be pretty filling for them.
